As reported by Il Fatto Quotidiano the document would have 17 pages with a plan for the annexation of Belarus by 2030.

This plan also seems to be confirmed by an exchange between Belarusian leader Aljaksandr Lukašėnka and Vladimir Putin. It seems that the Belarusian leader commented shrewdly on this news, emphasizing that one cannot disapprove a direct Russian order.

The Great Russia plan is by no means a novelty of 2023. The same document seen by the German and Swedish media appears to date from summer 2021, but the plan to seize neighboring territories within Great Russia is dated at least 1999. There are those, like Michael Carpenter, ambassador of the United States of the Organization for Security and Cooperation in Europe (OSCE) who are convinced that the plans for Belarus are the same as Putin had for Ukraine, only that in Belarus these are based on coercion and not war.

Lukašėnka’s words thus acquire a different meaning, which when read together with the words of the exiled opposition leader outline a picture of coercion feared by many. In fact, according to Svetlana Tsikhanovskaya, the Belarusian opposition leader who lives in exile in Lithuania: “The Union State is a threat to the Belarusian people and state. It will not be a union of equals. We are faced with a real roadmap for the absorption of Belarus by Russia”.
